About a year ago, I painted my dining room a beautiful shade of deep ruby red. The problem is, when I wipe it, you see smears where you wipe. Anyone have any ideas on what to use? I have used every cleaner and NO cleaner. I thought maybe some vinegar and water?

Hmmm. I would try contacting the paint manufacturer or the paint desk at Home Depot and ask them. I do know that paint today is designed to "self clean" which means it sheds a certain amount of chalk like dust. Maybe it has something to do with that? I would try even strokes with a natural sponge and see if that helps. Your wall color sounds beautiful. I have a red dinning room and I love it. It really sets off the crystal and silver. One thing, I would not use Mr. Clean Magic Erasers on the dark walls...it will lift too much color. They are great for light colored walls, though. I love them for cleaning grout too!
