The only thoughts I have at this point with limited information on this situation is that it could be fear aggression. He could be afraid of your sister for some reason so he is going on the defensive. My first Matlese, Rosebud, used to do that. And in fact Kallie does it somewhat. She will bark like crazy at the door if anyone dare comes near our house. Well, someone who didn't know her would think she is very mean, aggressive, etc. But she is really just scared and is saying... please stay away 'cause I'm scared of you.
If you find out it is submissive urination, one thing I've read to do is to have your sister squat down to the your dog's level when she comes home and to talk softly to the dog. I can't remember why it says to do this, but my sister's lab mix was having this problem and I researched it for her and remember this was supposed to help.
