ROME - Dog owners in Turin will be fined up to 500 euros ($650) if they don’t walk their pets at least three times a day, under a new law from the city’s council.

People will also be banned from dyeing their pets’ fur or “any form of animal mutilation” for merely aesthetic motives such as docking dogs’ tails, under the law about to be passed in the northern Italian city.

“In Turin it will be illegal to turn one’s dog into a ridiculous fluffy toy,” the city’s La Stampa daily reported.

Italians can already be fined up to 10,000 euros and spend a year in prison if found guilty of torturing or abandoning their pets, but Turin’s new rules go into much greater detail.

Dogs may be led for walks by people on bicycles, the rules say, "but not in a way that would tire the animal too much."

Italy considers itself an animal-loving nation and in many cities stray cats are protected by law. Still some 150,000 pet dogs and 200,000 cats are abandoned in Italy every year, according to animal rights groups.

To enforce the law, Turin police would rely largely on the help of tipsters spotting cruel treatment by their neighbors, La Stampa reported.

It said the 20-page rulebook gives Turin the most stringent animal protection rules in the country. It even bans fairgrounds from giving away goldfish in plastic bags.

OH MY GOODNESS! You could be fined for not walking your pup! Gosh, Cloud and Noriko would love living there! Guess I wouldnt be feeling like much of an Alpha there! We need to be more stict on animal cruelty too! Especially now, when it's "IN" to have a pet.

Jeesh I would HATE living there! My dogs are much more understanding than those people are. They know that if mama is having asthma problems or bad cramps, a walk is out. They also rest in comfort during nasty cold days and super hot days and don't get dragged out against their will just to satisfy a law. They also don't get a walk during yellow dust storms for my health and theirs. They also don't get forcibly walked three times a day if they are feeling ill or they are injured.

That law is either totally ridiculous or totally fake and we've been had.

i like it!!! thats totally awesome. and they should say that the walks should be at least 30 min or something. my neighbor keeps her golden retriever in the garage ALL THE TIME. and walks him really quick for 5 min MAYBE two times a day.

OH!!! and some cities in Italy are going "extinct" LOL...so they are going to pay women $10,000 to have babies there.

I love Italy! It is an amazing country. Rome is gorgeous. When we were in Italy we went to some Tuscan Hill Towns. They are gorgeous.

I can't remember if there were a lot of dogs around. I went 2 years ago (so a year before I got Lexi).

I also love Italy! I was there on vacation may years ago and I'll never forget it... We were in Rome, Florence, Venice, Verona and a couple other Italian cities that I can't even recall the names of. But gosh... what an incredible country. It was just amazing to be in a country where there are structures that are so old. The U.S. is such a young country and then to be in Italy and see the Coliseum in Rome and Michaelangelo's David statue in Florence.... just incredible.....

I know what you mean! When we were planning our trip we orginally were not going to go to Rome. My dad was like you can't go to Italy without going to Rome. We are so glad we listened to him. Rome was one of our top three favorite cities we visited. We walked so much while we were there. My mom had a pedometer with her. One of the days we were there we walked over 20 miles!
And that isn't counting all the steps. Oh, if you go you have to go up in the dome at the Vatican. It is an Amazing view. Just to warn you though you take and elevator half way up and then have to go up like 250 stairs to get to the top. The view is well worth it. Just make sure you aren't claustrophobic, the stair way is a view narrow, tight spiral staircase. There are little window every 15 steps or so, though.

When we were there we went to Venice, Florence, Siena, and Rome. When we were in Siena we went on a all day private tour of Tuscany. It was just my mom and I with the tour guide. It was amazing, well worth the price. We would never have been able to find the places on our own.
