Yes, I would think so. And I also think they had to pay because they didn't have a collar on her.
Gosh, if mine ever got out of the house, they wouldn't have collars on either... I never keep collars on them in the house... too much chance to get caught on something....
Well, that is wonderful that he was reunited with his owners....
