I too would not call the police...seems a bit antagonistic to the new neighbor...

I also thought that maybe she has a legal medical use for smoking...such as Chemotherapy or constant nausea...I know there are others but I am not well versed on them. I do beleive that talking with her is the best thing, but you may be surprised to find why she is smoking...or I could be nuts...
