It looks like his back two legs are just hangin there and dont really have a function. Dont you think this dog needs medical attention?

Why put him through surgery if they don't bother him ? If medically his "spare parts" are not a problem and don't affect his health, why do surgery ? Now if when neutering they can take care of the second p e n i s without affecting his ability to urinate, yes. This could be an expensive neutering.

I hope the temple care taker has good intentions with the dog and gives the dog a good home.

I don't know what country is this and I don't meant to be upset anyone and be negative about the faith of the dog, but in some asian countries people torture dogs and kills them for food.

I hope this will not be the case for this poor doggie.

Uhh, they said that they see this dog as a sign of good fortune. They even named him the lucky one. I don't think their intentions are to eat him. I doubt they'd get a doggie permit if that were the case.
