Aw bless his little heart. It could be. Could be food or seasonal. It's only usually before bedtime. Do you take him outside before bedtime, or changed his diet? I know that licking and chewing of the paw, consistently, can be a sign of allergies. My Flakey had allergies. I would see what your vet says. First think, if anything at all new has been introduced to him. Treat, new chewie, etc.

aww thank you he sends kissies right back,. it might be seasonal as he has been eating the same thing for a while and seems to be doing good on it , and i havent introduced any new treats .. i dont take him out much so i dont think its from outdoors.. im going to see how he does if not im making a vet appt.
